Description:
If a projektleader dont want to advise something about his budget you have to enter a “0″, but this is not correct. So it should be also possible to write: no comment/UNSPECIFIED Keine Eingabe (Angabe) in the field budget.
Otherwise it look like the projekt has no budget, and a few projektleader from here dont want this.

SOLVED: Budget is no longer required for projects and only displayed if specified.
