Abstract
In 2004, the European Union adopted the Public Procurement Directive 2004/18/EC. The Directive was subsequently transposed into Dutch legislation through the Framework Act EEC Tendering Provisions and the Dutch Public Procurement Decree for Government Tender. This was followed in 2005 by a Dutch Parliamentary motion calling for 100% sustainability to be made a formal prerequisite for all government procurement and investment contracts by 2010.The government considers its 100% commitment to sustainability a performance commitment, meaning that the products and services provided must fulfill all the stated environmental and social criteria specified. The 100% target applies to all 13 national ministries and their agencies.The departments involved in implementing Sustainable Public Procurement policy in the case of the beverage tender are the Facilities Department and the Legal & General Administrative Affairs Department.
