Abstract
The “East African Organic Products Standard” (EAOPS) is the first standard in the world to have been developed in cooperation between voluntary organicmovements and governmental National Standards Bodies, based on IFOAM basic standards anc Codex Alimentarius Standard. The EAOPS is also the first voluntary organic standard to be used in Rwanda.This case study aims to clarify the standard setting process and what motivated the Government of Rwanda to support the development of a regional voluntary organic standards

The EAOPS can be used for self assessment by producers, declaration of conformity in the marketplace, certification by certification bodies in the region, or other models of verification.Alongside third-party certification, the National Organic Agriculture Movements are developing a concept for a simplified verification mechanism, the Participatory Guarantee System. A model that could be relevant to similar experience with small producers organisations in developing countries and European countries as well
