Abstract
These guidelines have been prepared for the purpose of providing a document for inspection bodies and/or authorities in charge of inspection within the framework of the inspection system set up by Member States within the framework of article 9(1) of Regulation (EEC) N° 2092/91 on organic production of agricultural products and indications referring thereto on agricultural products and foodstuffs.
These guidelines aim to harmonise the inspection practices and penalties applied by the inspection body and inspection authorities. It shall also permit harmony of the inspection practices and penalties applied by inspection bodies when they inspect operators in third countries and within the framework of an inspection system which is recognised equivalent in the framework of article 11(6) of Regulation (EEC) n° 2092/91. The guidelines are not binding rules but they shall be a useful instrument in assisting Member State to develop national guidelines.
